A practical planning guide

New York Daycare Launch Roadmap

Move from an early idea to an opening plan, one decision at a time. The right path depends on your program model and location, so use the linked agency guidance to confirm what applies to your proposed daycare.

Six phases

Turn the idea into a launch plan

  1. Phase 1

    Choose a daycare model

Write down where care will happen, the ages and number of children you hope to serve, your hours, and who will staff the program. Compare the official New York provider categories, then ask the regulator to confirm the category for your plan.

  2. Phase 2

    Check the site before committing

Before signing a lease or buying, prepare a short site brief with the address, proposed model, ages, capacity, hours, and a basic room layout. Ask the child-care regulator and local building, zoning, and fire-safety offices which site reviews and approvals apply, and get those questions answered before committing to the space or a build-out.

  3. Phase 3

Map the licensing and application path

Confirm which agency handles your location and model before filling out forms. New York State’s guidance points programs outside NYC to OCFS and programs within NYC to the City Health Department. The OCFS search also directs NYC center-based program searches to NYC Health.

For a new NYC center permit, NYC Health says applicants must attend its pre-permit orientation before applying; the City’s provider page points center applicants to the MyCity permitting portal. Home-based applicants should confirm their specific route with the City.

  4. Phase 4

    Prepare for inspections

Use the current application instructions and inspection materials for your exact program. Keep a working checklist with an owner and target date for each requested item; organize facility records, operating policies, emergency procedures, and staff documentation as the regulator directs. Walk the space against the current checklist and note anything that needs follow-up.

  5. Phase 5

    Confirm approvals and opening readiness

Before opening or accepting children, confirm that every required license, registration, permit, and site approval has been issued and is effective. Check that your actual location, age range, capacity, staffing plan, and required records match what the authorities approved. If the plan changed, ask the regulator what must be updated before operating.

Keep a written opening checklist and copies of agency decisions where you can find them quickly. Completing a planning checklist does not itself grant permission to operate.

  6. Phase 6

    Calendar ongoing compliance and renewals

When your approval arrives, record its expiration and the regulator’s current renewal instructions. Calendar renewal preparation, inspections, recurring training, drills, and record reviews that apply to your model. Recheck agency guidance before changing the location, capacity, ages served, or key staff.

NYC Health currently says center-based child-care permits renew every two years. Confirm the current renewal schedule and checklist directly with the authority for your specific program.
